Mr. Mays has over 30 years of engineering experience. Background includes Project Engineer on multiple projects for the District 8 Region of La. Department of Transportation, Construction Engineer Administrator for the district, and Engineering District Administrator. Construction Contract Administration of highway projects include bridge, roadway, embankment, drainage construction and utilities relocation, as well as 3 years of river stabilization and lock/dam construction with the US Army Corp of Engineers along the Red River.
Construction Contract Administration of over 200 projects within the District 8 Region (7
parishes within central Louisiana) including management and staffing of
inspection, survey layout, sampling and testing of construction materials, etc.
to assure compliance with contract, plans, specifications, as well as standards
set forth by federal, state, and industry agencies. Projects included both large and small
bridges and roadways along parish, state, federal, and interstate routes.
Administrator for the Engineering Section of District 8 by planning and directing the design
of projects for roadway construction and reconstruction, bridge construction
and rehabilitation, dam repairs, sidewalks, and traffic lighting. Responsibilities included Materials Testing
and Utility/ Access Permits.
Appointed to head the task force to review and rewrite the Louisiana Standard Specifications
for Roads and Bridges in 1999, 2005, and 2010. Member of Committees to review and implement Materials Testing Standards and DOTD Training Certifications.
