Mr. Borrel has more than 30 years of engineering and consultancy experience with a municipal background that includes Lead Engineer on multiple projects for the City of Marksville, LA, Town of Moreauville, LA, The Avoyelles Water Commission, Avoyelles Parish Police Jury, and the cities of Marathon and Key West, Florida. His consultant experience includes Process, Civil, Municipal Water Systems design, Structural, Environmental and Road design and renovation, as well as project management.
Recently appointed as the Town Engineer for Moreauville, Mr. Borrel has also served as the Marksville City Engineer for the past 6 years.
During his career, Mr. Borrel has been instrumental in the design of sanitary and storm sewer collection systems, effluent treatment system, culvert, storm drain, levee, dike and roadway designs.
Mr. Borrel is a Civil Engineer who has served as the project engineer on more than 20 storm water projects in various roles including design engineer, project engineer, expert witness, project manager and code reviewer. (A list of all storm water projects and descriptions of the work can be provided upon request).Mr. Borrel instituted the enforcement of the International Building Codes for the design and construction of all structures within the City of Marksville including the use of ASCE 24-05 (Flood Resistant Design and Construction). He similarly established training courses for the Avoyelles Police Jury in relation to the implementation of construction codes for the parish.
Mr. Borrel was recently appointed as the City Building Official and Flood Plain Manager, responsible for reviewing all new or renovation construction plans as well performing construction inspections.
Mr. Borrel is also a structural engineer whose projects have included a $30M renovation of a 14-story boiler building in DeRidder, LA where he served as the lead engineer and Project Manager. This project incorporated the design of replacement steel and concrete members, the renovation of existing steel members, storm water drainage and building code upgrades.
He has been accepted in multiple District Courts as an expert in Civil and Structural Engineering as well as an expert in Hydraulic/Stormwater Engineering in the District Courts of  Avoyelles and Rapides Parish.
With over 28 years’ experience, Mr. Borrel’s expertise in designing foundation systems for residential, commercial and floating structures is well-known, having inspected and rendered professional opinions on over 3000 foundations in his career.
